How freelancer tax works in Pakistan

When money from a foreign client reaches your Pakistani bank account, the bank deducts income tax before you see it. For IT and IT-enabled services the rate is 0.25% if you are registered with the Pakistan Software Export Board (PSEB) and 1% if you are not. The Finance Act 2026 kept the 0.25% rate until tax year 2029, and FBR’s Circular 2 of 2026-27 confirms it.

Payouts from social media platforms such as YouTube, Facebook, Instagram and TikTok are different. From 1 July 2026 the bank deducts 5% under the new section 154B.

Is it my final tax?

For IT and services exports, usually yes. Under section 154A the 0.25% or 1% is the final tax on that income if you have filed your income tax return, any withholding statements you owe and any sales tax returns you owe (the sales tax condition does not apply to a PSEB-registered IT exporter). You can choose each year, when you file, to leave this regime and be taxed normally instead. Foreign tax you paid is not credited.

For social media payouts, no. The 5% is a minimum tax for residents: your return works out the full tax on your income, and you pay the higher of the two.

Is PSEB registration worth it?

On export income it cuts the deduction from 1% to 0.25%. On Rs 300,000 a month that is Rs 36,000 a year down to Rs 9,000, a saving of Rs 27,000. PSEB says freelancer registration certificates are issued in 2 to 5 working days. The steps are in our guide to making money online in Pakistan.

What the calculator does not cover

  • Payments from clients inside Pakistan, which follow the normal withholding rules.
  • A different rate for people not on the Active Taxpayers List. Check with your bank whether it applies a higher rate on your account.
  • Your bank’s own charges and the exchange rate it uses. Enter the rupee amount that actually reaches you.

Common questions

How much tax do freelancers pay in Pakistan?

Freelancers who export IT or IT-enabled services pay 0.25% of foreign earnings if registered with PSEB and 1% if not, deducted by the bank when the money arrives. For most filers this is the final tax on that income. YouTube and other social media payouts have 5% deducted, which counts as a minimum tax against the full tax worked out in your return.

Do freelancers need to file a tax return?

Yes, if you want the low rate to be your final tax. Section 154A treats the deduction as final only if you have filed your return. Filing also keeps you on the Active Taxpayers List, which lowers what you pay on property, cash withdrawals and other transactions. See filer vs non-filer for the steps.

Is YouTube income taxed in Pakistan?

Yes. From 1 July 2026 banks deduct 5% when revenue from a social media platform such as YouTube, Facebook, Instagram or TikTok is credited to your account. For a resident this is a minimum tax, so your income tax return settles the final amount, and you never pay less than the 5%.
